BEHIND THE PROJECT | Burpengary East STP Upgrade
How do you integrate major new electrical, instrumentation and control infrastructure into an operating sewage treatment plant while maintaining continuity of plant operations?
The Burpengary East Sewage Treatment Plant Upgrade involves new infrastructure and modifications to existing assets across an operational treatment facility. The broader upgrade is intended to increase the plant’s treatment capacity.
CE Group was engaged to deliver a significant electrical, instrumentation and control package supporting the upgrade. The works extend across multiple process areas, including inlet works, pump stations, bioreactor infrastructure, the blower building, clarifiers, dosing and filtration facilities, odour control infrastructure and associated plant systems.
Electrical infrastructure across the treatment process
Wastewater treatment facilities depend on electrical and control infrastructure distributed across numerous interconnected process areas. The package included local control panels, instrumentation, power and control cabling, cable support systems and lighting, together with site-wide interfaces to new and existing electrical assets.
The technical scope incorporated switchboards, motor control centres and distribution boards, PLC and remote I/O infrastructure, variable speed drives, UPS systems, instrumentation and telemetry RTUs, fibre-optic communications and modifications to existing switchboards and MCCs. The project requirements also addressed electrical protection, earthing and equipotential bonding, hazardous-area installations and power-system load, and harmonic measurement.
A prefabricated transportable switchroom and associated electrical systems formed another significant component of CE Group’s package. CE’s project record establishes responsibility for manufacture and delivery of the switchroom, switchboards, MCCs, distribution boards, UPS, communications, HVAC and associated systems, with this work undertaken at the Yatala manufacturing facility.
Integrating control systems with existing assets
Brownfield EICA projects require new systems to work with infrastructure that remains part of the operating plant. At Burpengary East, the control scope included PLC and SCADA programming and systems integration, together with a new PLC, remote I/O and control cabinets, and an RTU interface for network monitoring.
The project requirements called for development of a site-wide functional specification from the supplied Plain English Functional Description and existing functional information. PLC and SCADA integration was to follow the specified libraries and coding standards, with a control-system integration changeover plan developed to minimise process outages during the transition to the upgraded infrastructure.
This combination of field instrumentation, communications, PLC/SCADA integration, and electrical distribution demonstrates the importance of treating EICA as an interconnected operational system rather than a collection of individual electrical assets.
Delivering within an operational wastewater facility
One of the defining delivery requirements was the need to integrate new infrastructure with existing treatment plant assets while supporting continued STP operations. The CE project record identifies staged integration, temporary works, existing cable and conduit interfaces, and additional access infrastructure as elements required to facilitate construction.
The broader E&IC requirements reinforce the brownfield nature of the works. They include protection and relocation of existing services where required, refurbishment and replacement of nominated assets, removal of redundant electrical and control infrastructure, cutovers and bypasses, and integration of new cabling and control systems with existing plant equipment.
Testing and commissioning also formed part of the CE project scope, while the project requirements included assistance with wet commissioning, process commissioning, and proof-of-performance activities. This distinction is important: the source establishes CE testing and commissioning responsibility but describes elements of the broader process commissioning phase as assistance to the design consultant and Principal.
EICA capability for water and wastewater infrastructure
Burpengary East demonstrates capability across the electrical, instrumentation, control, communications and manufacturing disciplines required for complex wastewater infrastructure upgrades.
The combination of switchroom and switchboard manufacturing, site electrical installation, instrumentation, PLC/SCADA integration, communications infrastructure and staged brownfield integration provides relevant experience for treatment plant upgrades where new infrastructure must be introduced without losing sight of the operational requirements of the existing asset.
